Background
Before RMT
Kitsap County faced increasing challenges with traditional pavement condition assessment methods (LCMS). These legacy systems required significant time, resources, and manual interpretation, making it difficult to consistently collect accurate, actionable roadway data. Limited access to real-time insights and delays in data processing hindered the County’s ability to confidently plan maintenance strategies and allocate funding effectively.
Today
By partnering with Roadway Management Technologies (RMT) and the Washington State County Road Administration Board (CRAB), Kitsap County successfully piloted a modern Roadway Lifecycle Management system.
RMT delivered fast, accurate and data-driven pavement analysis that exceeded legacy system performance. The County now has access to a real-time, interactive pavement database, enabling smarter decision making and long-term infrastructure planning.
As a result, Kitsap County has confirmed its intent to move forward with RMT as a long-term solution.
Process
1. Validate a modern alternative to legacy lcms pavement analysis
Explore new technologies to replace aging or inefficient assessment methods.
2. Improve accuracy and reliability of PCI data
Ensure pavement condition index scores are precise and trustworthy for planning.
3. Reduce time required for data collection and processing
Streamline the workflow from field gathering to actionable database entry.
4. Provide a scalable, future-ready pavement management system
Implement a solution that grows with the county’s infrastructure needs.
RMT Solutions
RMT provided a comprehensive Pavement Lifecycle Management solution for Kitsap County and established a relationship with the agency towards a sustainable solution.
Evaluation of current practices
1. Conducted head-to-head comparison between LCMS and RMT data.
2. Assessed limitations of existing workflows and data reliability.
Pilot data collection & analysis
1. Deployed RMT’s proprietary sensor suite across a 5-mile pilot segment.
2. Collected high-resolution roadway data in real-time.
3. Generated PCI scores aligned with ASTM standards.
Data validation & comparison
1. Performed direct PCI comparison (RMT vs. LCMS).
2. Validated accuracy against agency expectations and benchmarks.
Platform & system demo
1. Delivered results through RMT’s digital platform.
2. Provided interactive dashboards, roadway imagery, and exportable datasets.
